Chapter 3 presents an overview of the health sector. Available data on infrastructures and human resources indicate wide inequality across states in resource availability. The findings of sub-sector reviews consistently point to the overall low technical and managerial capacity at local level, the lack of recurrent funds and the high attrition of health workers, due to low salaries and difficult working conditions.
