This document is an introduction to optimizing performance and quality (OPQ), a process for analyzing the performance of health workers, organizations, and systems, and setting up interventions to improve performance and quality or build on strengths and successes. It is a systematic and ongoing process in which stakeholders consider the context of performance (e.g., clients, community, organization, health workers, external environment), identify performance or quality gaps and strengths, and identify their root causes using tools to explore the categories of factors that influence performance.

While OPQ was developed for use in the health sector, it is also suitable for use in other sectors that involve the interaction of workers, organizations, and systems working toward the goal of producing high-quality products or services.[adapted from author]
